What is Aggressive Driving?
Aggressive driving is operating a motor vehicle in an unsafe and hostile manner without regard for the safety of others. Often it is caused by frustration, impatience and irritability. Drivers in this state of mind sometimes speed, follow other vehicles too closely, change lanes frequently or abruptly without signaling, pass on the shoulder or other unpaved areas next to the roadway, and in general drive recklessly. They sometimes harass other motorists which can result in altercations on the roadway - a dangerous situation.
Stay calm and clear headed while getting to your destination:
Allow plenty of time to reach your destination on schedule. Change your schedule so you don't have to drive during rush hours. If you're running late, call ahead. Then relax. Don't drive when you are angry, upset or overly tired. Get comfortable. Enjoy listening to music and avoid anything that might make you feel anxious. Practice good posture. Sit back in your seat, loosen your grip on the steering wheel, and don't clench your teeth. Remember, you never know the state of mind of other drivers. Give others the benefit of the doubt; be polite, courteous and forgiving.
If confronted by an aggressive driver:
Stay calm and relaxed. Try to get out of the vicinity of the aggressive driver. Do not make eye contact or otherwise communicate with the person. Ignore harassing gestures and do not return them. Do not challenge an aggressive driver by speeding up or attempting to hold your position in your travel lane. Wear a seat belt and encourage your passengers to do the same. Report aggressive drivers to local law enforcement. Provide a description of the vehicle, license plate number, location and direction of travel. If an aggressive driver is involved in a crash, stop a safe distance from the crash scene. When police arrive, report the driving behavior you witnessed. Most importantly: Remember, you are responsible for your own behavior.

- Yes, you may check the results of your inspection by texting your request, calling the phone service or using our online web portal.

No, you must hold a valid certified contractor, registered contractor or specialty contractor license before you can register with the City of Venice to contract and perform work within the city.
- Yes. Just be careful not to drink the water while you shower or bathe.
- No, use boiled or bottled water to rinse fruits and vegetables.
- Believe it or not . . . YES!!! If you keep the battery charged, a cell phone with no service will call 911. Great for if you are in an emergency and you happen to have one around. Not so great if you give that phone to your child to play with. You don't need to worry, we all do it. And while some of our favorite conversations here are the ones we get to have with your toddler, just take the battery out. Then your little one can play all they want and you won't have to worry about who they are talking to.
If you are a parent, grandparent, childcare provider or a friend of someone who has children, look around your home to see if it can be made safer for little ones.
Here is a checklist to get you started:
- Cover all used or unused electrical outlets. Covers designed for outlets are available at hardware and household stores.
- Pick up and put away small objects such as coins, small doll shoes, marbles and paper clips.
- Never give a child under the age of 3 a balloon. Balloons are easy for small children to choke on.
- Be sure the plants in your home are not poisonous. If you are uncertain about a certain type of plant, check with a local nursery or poison control center.
- Look for any sharp edges on furniture, especially corners of glass-top tables and other pieces. Furniture should not be easily turned over.
- Look for anything, such as electrical cords, loose rugs or toys, which could cause a fall.
Some things should be locked up and keep out of reach and sight:
- Guns and ammunition, stored in separate locations.
- Cleaning supplies, medication, shampoo and cosmetics.
- Knives, tools, pencils, boxes with serrated edges and other sharp objects.
- Matches and cigarette lighters.
- Plastic bags.
Keep your children safe while using the internet.
Children today have a window on the world through the use of computers. While the worldwide web, or Internet, is a wonderful resource for homework assignments and other school projects, parents need to be actively involved in their children's use of this tool.
There are some risks to children while "surfing the web." Although the most popular web sites for children are those, which offer free computer games, some games are inappropriate for younger children because they contain violence and objectionable graphics. Some games involve gambling, which is prohibited by law for children.
Children may also accidentally come across inappropriate Web sites while searching for reference material. Among those are chat rooms. Chat rooms are designed to allow people to meet and communicate online. Some chat rooms are private, allowing only certain people to participate in the conversation. Child predators, who use the device to get children involved in a dialogue, commonly monitor chat rooms.
Rules parents should set for their children:
- Do not give personal information to anyone.
- Do not agree to meet anyone in person you have met online.
- If anyone uses inappropriate language or asks you to do something you know is wrong, sign off quickly and tell your parents.
- Know that people you talk to online are not always who they say they are.
Tips for parents:
- Place the computer where the entire family has access and it is easily monitored by parents.
- Provide your child with a screen name that does not reveal information about the child's age or real name.
- Check your child's e-mail for inappropriate content.
- Learn about parental control software that is available to restrict your child's use online.
- Spend time online together. Make sure your children understand the potential dangers and how to avoid them.

- A bicycle operated between sunset and sunrise must be equipped with a lamp on the front exhibiting a white light visible from 500 feet to the front and both a red reflector and a red light visible from 600 feet to the rear. The lamps are permitted to flash.[FSS316.2065(8), 316.2397(7)].
Yes, plan review fees are required. However, plan review fees are paid at the time of permit issuance unless a preliminary plan review is requested before a contractor is hired. In this case, plans may be submitted by the owner, the owners agent or architect and the plan review fees will be required at time of submittal.

- No, you should still use boiled water or bottled water to brew your coffee.
- Yes, we follow the San Jose model of FTO training. In addition, most of the department's positions require some level of mandated training. Police Officers must successfully complete the field training and evaluation program. The FTO program for Police Officers is a minimum of 3 weeks in classroom setting and 14 weeks on the road. Recruits will train with several of the department's certified field training officers (FTOs) and are constantly evaluated on their proficiency. Some candidates may qualify for an accelerated FTO program.
- The department does hire applicants with out-of-state certifications, using the same process as with uncertified applicants. If hired, an out-of-state certified officer generally must attend the two week, 92 hour, Equivalency of Training Academy (EOT).
- Yes. A lack of certification or experience should not discourage an interested person from applying. We hire based on the needs of the department and in some instances offer sponsorship for exceptionally qualified candidates. Areas of emphasis considered include military service, higher education, and prior related experience. Some of the department's most successful employees were hired with little or no experience in law enforcement.
- Each year, more than 500 children and teenagers are killed by guns and more than 99,000 men, women and children are wounded. An estimated 1.2 million young children may have access to guns in their homes.
- Nearly one out of two homes in the United States has a gun.
- Before the age of 8, few children can distinguish a toy gun from a real gun.
- Practicing gun safety and teaching it to children is very important.
Gun safety and children:
- Take time to tell children about the dangers of playing with guns. Stress the difference between gun violence on television and real-life consequences. Teach them that guns are not toys and even toy guns should not be pointed at people.
- Practice the "all-guns-are-loaded" philosophy. Always handle guns as if they are loaded.
- Tell your children: "If you find a gun, leave it alone and tell an adult." Repeat often: "Stay away from guns."
- If you own a gun, participate in a firearms safety program. Always read and follow instructions.
- Never store a gun while it is loaded. Do not trust the safety. Store unloaded guns in a locked cabinet or with a gunlock in place. They should be out of sight and out of reach of children. Ammunition should be kept in a separate place - locked up. Gun and ammunition storage keys should be stored in a safe place.
- Alcohol or other mind altering drugs and guns do not mix.

- In addition to the City of Venice Application for Employment, a secondary, more in depth form will be sent to you upon the receipt and approval of your initial application. This application includes waivers required for background checks, and accompanying original documents will need to be presented at some point in the application process. - Bring water to a FULL ROLLING BOIL for 3 MINUTES, then allow the water to COOL BEFORE USE. Because water may take 30 minutes to cool, plan ahead. Make up a batch of boiled water in advance so you will not be tempted to use it hot and risk scalds or burns. Boiled water may be used for drinking, cooking, and washing. The flat taste of boiled water can be improved by aeration: pouring it back and forth from one container to another. In lieu of boiling, you may purchase bottled water or get water from another suitable source.

When a suspected code violation is reported, a complaint is opened and a Community Resource Officer will try to resolve the violation through a process of education, inspection and notices. Continued violations are followed by progressive enforcement. Situations that appear to pose a serious risk to health and safety are given a top priority.
- The Shop with a Cop program is completely funded by community donations. All funds go toward benefitting students in the community.
Plan review time will vary depending on the scope of work and the clarity and accuracy of the drawings and/or construction documents. Most minor plan reviews can be processed in one or two days, most single family residence plan reviews can be processed in ten to fifteen days and most commercial plan reviews can be processed in thirty days. However, plan review turnaround times are expedited using the City's 'Online Permitting' service as plans and associated documents are distributed simultaneously upon submittal.
- Processing time will vary depending on the scope of work and the clarity and accuracy of the drawings and/or construction documents. Most minor reviews for applications such as window replacement will be processed in one or two days, a single family residence will normally be processed in ten to fifteen days and a commercial building will normally be processed in thirty days.
- Every permit issued shall become invalid unless the work authorized by such permit is commenced within six months after its issuance, or if the work authorized by such permit is suspended or abandoned for a period of six months after the time the work is commenced. If work has commenced and the permit is revoked, becomes null and void, or expires because of lack of progress or abandonment, a new permit covering the proposed construction shall be obtained before proceeding with the work. Work shall be considered to be in active progress when the permit has received an approved inspection within 180 days.
- A boil water event typically lasts 48 to 72 hours, but it can be longer and may last several days. How long depends on what caused the need to boil, how quickly the problem can be corrected, and how long it takes for laboratory results to confirm your water is again ready to drink. The Utilities Department can answer questions on how long your boil water notice might last and advise you when you can return to normal water use.
- There are eight full-time members.
The Board is composed of seven members and three alternates. The members consist of individuals with knowledge and experience in the technical codes, such as design professionals, contractors or building industry representatives.
- There are seven members on the Board. All of whom are City of Venice residents.
- There is no charge for five pages and under. Five or more pages are charged at 15 cents per single sided page, or 20 cents for double sided. For larger requests there may be additional charges depending on the length of time spent producing the request and/or the volume of documents involved.
- The Code Enforcement Board attempts to convene no less than once every two months, but it may meet more or less often as the demand necessitates. The Board convenes upon request of a Code Enforcement Officer and/or at such times as may be necessary.
The Venice Police Department remains accredited for three (3) years and is committed to law enforcement professionalism and safety. After the three (3) year period, the Venice Police Department must be reaccredited by the State of Florida. The Venice Police Department will seek reaccreditation in July 2024.
- A certified note from a physician is required for a person to be exempt from wearing a seatbelt and it should be available to show any time the person is riding in a vehicle.
- It is recommended that if it is a large open wound or if you are immuno-compromised, apply a waterproof bandage to the wound or take a sponge bath.
If my property is located within an Historic or Venetian Themed district, what type of improvement will require a Certificate of Architectural Compliance?
All new construction and exterior alterations within the Historic or Venetian Theme districts must comply with the architectural review district regulations and any and all color changes must comply with the color requirements.- If anyone you do not know asks you to wire money, BEWARE. - Harming or killing a police dog is a third-degree felony, punishable by imprisonment of up to five years.
- Yes, it is okay to do laundry.
- No, there is no fee to participate in the SAFE program.
- Yes there is a registration fee for state registered contractors and specialty contractors. However, there is NO registration fee for state certified contractors. Please refer to the Contractor Registration Formfor applicable registration fees.
There is nothing more precious than a newborn. As babies develop, so do their senses of wonder and curiosity.
Here are a few ways you can protect your infant:
- Make sure the space between crib bars is no more than 2 3/8 inches.
- Cribs should not have knobs or posts that stick up more than a half-inch. If clothing catches on these the baby could choke or suffocate.
- Make sure you can place two fingers between the mattress and the crib frame on all sides.
- Crib rails should require two movements to be moved down. This ensures an infant cannot put it down accidentally while playing.
- Do not hang toys in the crib.
- Place the crib away from electrical outlets, even if they are covered.
- Check for loose nuts and bolts on the crib.
- Make sure the mesh on the playpen is small enough that a button cannot get caught in the holes. Holes should be less than one-quarter inch.
- Do not leave small objects lying about.
- Walkers are considered a risk, but if you allow your baby to use one, stay with the child at all times.
- Be aware that anything painted more than 20 years ago might have lead in it. Lead in paint causes serious nerve and brain damage to infants and small children.
Here are some tips for keeping your children safe while playing outdoors:
- Play areas should be fenced with no access to roads or bodies of water.
- Play areas should not have places where children can become trapped, such as old refrigerators, cars or under buildings.
- Play areas should not have piles of firewood, debris or anything that attracts snakes, bugs or other vermin.
- Play areas should be void of electrical equipment, such as air conditioners, and lawn equipment, such as mowers.
- Play areas should be checked for poisonous plants.
- Play equipment, such as swings, should be checked for sharp edges or bolts sticking out and should not have any V-shaped bars, which might trap a child by the foot or neck. S-hooks on the equipment should be completely closed. Distance between fences and the front and back of swings, slides or other playground equipment should be far enough that the child will not be injured when jumping off.
- Keep pets and trash out of sandboxes, and keep them covered to avoid heat buildup.
- Never leave a small child unattended.

The City of Venice requires Private Providers complete a one-time Registration before commencing work. Private Provider is responsible for keeping registration records current.

- Please do not resubmit Registration documents with Project Submittal Packets.
Registration requirements:
- Private Provider Registration form.
- Private Provider Resume and copies of all Florida DBPR licenses under F.S. 471 as a Professional Engineer, F.S. 481 as an Architect, or F.S.468 as a Standard Building Code Administrator and Standard Inspector for inspections only on residential additions or alterations (of 1000 square feet or less), F.S. 553.791(i).
- All Duly Authorized Representatives’ Resumes & Employment Affidavits, signed & notarized. Also, copies of all Florida DBPR licenses of Standard Plan Examiners & Standard Inspectors that are performing inspections or plan review as authorized representatives.
- Private Provider’s Certificate of Insurance for general liability & professional insurance meeting State of Florida requirements with the City of Venice listed as the certificate holder, including 5 years of tail coverage for claims made on policies, per F.S. 553.791(16).
- Workmen's Compensation Insurance showing the City of Venice as the Certificate Holder and/or a copy of Workers' Comp Exemption filed with the State. NOTE: Qualifier(s)/License Holder(s) are required to be listed on the policy as “Included” or “Excluded”.
- Copy of Driver's License for Private Provider and Duly Authorized Employees.

Private Provider Requirements
Florida Statute 553.791(15)(b) authorizes the local government adopt a system of registration:
All required document forms, provided below, shall be used. No substitutions will be accepted, with the exception of the following, which may be provided on company letterhead:
- Letter of Acceptance by Private Provider stating services provided to fee owner
- Resumes of Private Provider and Duly Authorized Representative(s)

Documents required with building permit application submittal:
- Notice to Building Official, signed, sealed & notarized (4 pages).
- Letter of Acceptance on company letterhead from private provider stating services provided to fee owner.
- Private Provider List of Inspections, for all trades (see lists). Note: All inspection reports must be filled out completely and signed by private provider or duly authorized representative, to be accepted by the City of Venice Building Department.
- Private Provider Plan Compliance Affidavit, signed and notarized, unless private provider is only performing building inspections for project.
- Private Provider Spot Survey Affidavit, signed & notarized.
- General Contractor Spot Survey Affidavit, signed & notarized.
- Private Provider must submit signed and sealed plans when required by the Florida Building Code.
Document required during inspections:
- Private Provider Inspection Reports must be filled out completely and signed by the private provider or duly authorized representative, to be accepted by the City of Venice Building Department.
Document required after all inspections and before Certificate of Occupancy:
- Private Provider Certificate of Compliance (request for certificate of occupancy) must be filled out completely, signed and notarized, and all required inspections reports completed and signed to be accepted by the Building Official in order to process the certificate of occupancy by the City of Venice.

When you answer the phone and the person on the other end has a deal that is too good to be true, it is just that.
Consumers lose an estimated $100 billion annually to scams and frauds, $40 billion of which is perpetrated over the telephone and through the mail.
Protect yourself:
- Never give personal information, such as credit card, bank account or Social Security numbers, to someone calling you on the phone.
- Never agree to send a stranger a check or cash by overnight delivery, wire or courier.
- Be careful returning phone calls to those wishing to sell or give you something. Calls made to 900 numbers can be very costly.
- Request mailed information from charities to which you might consider making a donation.
- Do not enter contests that require money sent with the entry.

- Discard the ice cubes. If prepared food is not reheated, be on the safe side and don’t eat it.

You will need to have your permit with any 'approved for compliance' drawings or construction documents posted in a conspicuous place. Also, you will need to make sure access to the work area is provided and any animals are restrained.

- You will need to submit an Architectural Review Board application, fourteen sets of plans and specifications, and pay the applicable filing fee. You will also need to make your submittal on or before the application filing date in accordance with the 2021 Architectural Review Board Calendar.
- The Architectural Review Board is responsible for the review and approval of architectural elements within the city's Historic and Venetian Theme districts. The Architectural Guidelines Handbook and Appendices provides information pertaining to the specific design standards required in these districts.
The Construction Board of Adjustment and Appeals hears appeals of decisions and interpretations of the building official, considers variances of the technical codes and conducts hearings regarding certificates of competency and/or licensing.

The owner of a building, structure or service system, or his duly authorized agent, may appeal a decision of the building official to the construction board of adjustment and appeals whenever the building official rejected or refused to approve the mode or manner of construction proposed to be followed or materials to be used in the installation or alteration of a building, structure or service system, when an equally good or more desirable form of installation can be employed in any specific case or when the true intent and meaning of Chapter 90, City of Venice Ordinance or any of the regulations thereunder have been misconstrued or incorrectly interpreted.
- Most point of use filter are designed to improve the taste and odor of water and not remove harmful bacteria. Check the manual or contact the manufacturer for more information. If in doubt, you should boil your water or use bottles water.
- For a Precautionary Boil Water Notice, it is highly unlikely that anything actually entered the water system. If it did it would most likely be a type of bacteria that could cause digestive irregularities. If severe diarrhea or cramping occurs or if diarrhea or cramping occurs and lasts more than 3 to 4 days, contact your doctor.

- Code Enforcement is responsible for overseeing compliance with the City of Venice Code of Ordinances regarding zoning laws, sign regulations, obstructions on City property or City Right-of-Way, overgrown vegetation, trash, unlicensed or inoperative vehicles and yard waste.
- A "certified" contractor is any contractor that possesses a certificate of competency issued by the Department of Business and Professional Regulations and is allowed to contract in any jurisdiction in the state of Florida without having to fulfill the competency application requirements of that jurisdiction. A "registered" contractor is any contractor who has registered with the Department of Business and Professional Regulations and is allowed to contract within the jurisdiction where fulfillment of the competency application requirements were met. A "specialty" contractor is any contractor who is allowed to contract within the jurisdiction where a certificate of competency was issued. - Precautionary Notice means that an incident occurred in which there is a slight chance of backflow or bacteria the entering system, such as, low or no pressure or a water main break or a disruption in the water plant treatment. A Mandatory Notice is issued when a microbiological contaminant is known to actually exist in the water in an amount that exceeds the allowable maximum contaminant level for drinking water standards.

- Generally, for commercial and multi-family construction, all plans must be signed and sealed. However, a licensed P.E. is not required for mechanical, electrical and plumbing drawings if the value of the system is less than $125,000 and the heating, ventilation and air conditioning system does not exceed a 15 ton per system capacity or is designed to accommodate 100 or fewer people; an aggregate service capacity of 600 amps or less for residential and 800 amps or less for commercial is proposed; the plumbing system is design with fewer than 250 fixtures. For detached one- and two-family residential construction, owner-occupied structures will need a licensed design professional or contractor to sign plans for wind load calculations.
- The Code Enforcement Board has the power to adopt rules for the conduct of the hearings; subpoena alleged violators and witnesses; subpoena evidence, records, surveys, plats and other material as needed; and take testimony under oath.
- To retrieve property being held by the Venice Police Department, the Property/Evidence Section requires proof of ownership and a driver's license as personal identification. If possible, bring the Venice Police Department case number to help expedite the request.
- Contact their licensing agency, either the Department of Agriculture or the Department of Business Regulation and follow the Florida’s Food Industry Guidelines and use bottled water for food preparation and turn off all ice machines.

- For all evidence held in which a person has been arrested or cited, we must receive State Attorney confirmation that the case is closed on all defendants. In some incidents, the State Attorney may not release items immediately, pending further investigation or appeals. The department must also receive a detective release on all assigned cases. Upon closure of the cases and receipt of necessary releases, the property owner must collect the items within 15 days. Property owners must advise the Property Section if their mailing address changes so they can be notified when their property is available.
The CPA begins in February 2023. The academy sessions are once a week for 10 weeks long.
- A plan review is required anytime construction drawings, specifications and/or other documents are needed to show that the location, nature and extent of the work proposed will conform to the provisions the Florida Building codes and all other relevant laws, ordinances, rules and regulations. A plan review is NOT required for the replacement of existing mechanical units or water heaters, re-roofs (except for residential properties with a valuation of $300,000 or more) and minor electrical, plumbing and mechanical repairs.

- It has been the city's practice to let the dogs live out the remainder of their lives with their Venice police partners.
- The owner or owners authorized agent. An owner may apply for a building permit in accordance with F.S. 489.103(7) if the requirements for an Owner/Builder Exemption are met. - The crime scene, property, and evidence unit are staffed by two crime scene technicians and one manager. They are responsible for responding to process crime scenes, collecting evidence, and managing the property that comes into the department daily. - A boil water notice is issued to protect consumers when it is possible that drinking water has been contaminated by microorganisms that can cause illness (i.e. germs or pathogens). This may be in response to known microbiological contamination, or as a precaution when conditions pose a threat of microbiological contamination. Common reasons for a boil water notice include loss of pressure in the water distribution system, loss of disinfection, and other water quality concerns caused by other events such as water line breaks, power outages and floods.
